REQUEST FOR QUALIFICATIONS (RFQ) No. 2021-01 -  CDBG ENGINEERING SERVICES FOR A FY 2019 CDBG NEIGHBORHOOD REVITALIZATION PROJECT 

Solicitation Title: CDBG Administration Services for a FFY 2019 CDBG Neighborhood Revitalization Project

Purpose/Description:  The Village of Indiantown Florida has been awarded Florida Small Cities CDBG grant #22DB-OP-l0-53-02-N05 in the Neighborhood Revitalization category in the amount of $700,000.00 by the Florida Department of Economic Opportunity (DEO).  The Village of Indiantown hereby requests qualifications from qualified individuals or firms to provide engineering services related to the above referenced CDBG grant. Separate contracts related to projects that are receiving funding from other funding sources such as DEP-FRDAP may be entered into from this solicitation.  Submittals will be accepted on an equal, competitive basis.

Project Summary: The project involves the repaving of approximately 1,500 LF of 22’ roadway along SW Seminole Drive between SW Yalaha Street and SW Osceola Street and the installation of a fixed emergency generator to include concrete slab, fencing and electrical work at the Magnolia Street lift station located in the Booker Park Community.  Unmet needs that could be added to the project depending on budget availability would include the repaving of approximately 430 LF of 22’ roadway along SW Osceola Street between SW Trail Drive and SW Seminole Drive.

Scope of Services:  The Village of Indiantown is seeking sealed proposals from experienced individual firms to provide grant administration services that will include, but not be limited to: reviewing existing policies to insure grant compliance, developing new policies that are required as part of the grant contracting process, preparing environmental review(s), coordination with all funding agencies, coordination with all agency contact(s), coordinating the draw-down of program funds, tracking and managing program funds in compliance with program guidelines and acceptable accounting practices, providing all required reports and technical assistance, coordinating and attending all DEO monitoring visits, preparing all desktop monitoring packages for review and approval by the Village prior to submission to the DEO, preparing the grant closeout package, insuring Davis Bacon and other federal and state record-keeping requirements are met, reviewing change orders and pay requests for compliance with grant requirements, attendance at all pre-bid and pre-construction conferences and providing the engineer managing the project with developmental support for the project. Developmental support shall include but not be limited to, providing the project engineer, just prior to bidding, with a current list of state approved WBE/MBE/DBE firms and the wage decision(s) for the project.

Solicitation documents may be obtained by contacting DemandStar  at: www.demandstar.comVendors who obtain solicitation documents from other sources than DemandStar.com are cautioned that the solicitation package may be incomplete. Furthermore, any and all addendums or clarifications will solely be posted and disseminated by DemandStar.  All plan holders in DemandStar will automatically be provided, by DemandStar, with any addendums or clarifications issued by the Village. 

Vendors who do not use DemandStar, do so at their own RISK.  THE VILLAGE RESERVES THE RIGHT TO DISQUALIFY ANY PROPOSERS THAT DO NOT INCLUDE ACKNOWLEDGEMENTS OF RECEIPT OF ANY CLARIFICATIONS AND/OR ADDENDUMS ISSUED BY THE VILLAGE THROUGH DEMANDSTAR.

All questions shall be submitted in via email to Susan A. Owens, MPA, MMC, Village Clerk, via email at sowens [at] indiantownfl.gov (subject: RFQ%20No.%202021-002) , before the question deadline specified herein.  Proposers are NOT allowed to contact any other employee or agent of the Village, and all questions must be submitted via email.  Questions provided by any other method will NOT be responded to.

All responses must be uploaded through DemandStar’s secure e-bidding module (www.demandstar.com) by 10:00 a.m. on Tuesday, September 21, 2021(Proposers can call 1-800-711-1712 if they have any questions on using the system.)  Hard copy submittals will not be accepted.  The documents must be signed by the submitter or the submitter’s duly authorized agent and shall be uploaded prior to the RFP Submittal Deadline.  It is suggested that bidders do not wait until the last day to submit their submittals in the event of technical difficulties.  The Village cannot accept incomplete submittals.

The Village of Indiantown reserves the right to waive informalities, to reject any and all RFP submittals, and to accept any RFP submittals or any combination of RFP submittals, which in its sole judgment will best serve the public interest.
